Mach mal which tlmgr und ggf. auch mal sudo which tlmgr. Und natürlich auch mal ls -lL /usr/local/texlive/2018/bin/x86_64-linux/tlmgr.
Bei mir funktioniert es jedenfalls, wobei ich kein sudo brauche, weil ich einmal sudo chgrp -R texlive /usr/local/texlive aufgerufen habe, nachdem ich eine Gruppe texlive angelegt habe. Mein Hauptbenutzer ist Mitglied der Gruppe und darf daher nun auch Pakete updaten, ohne dass ich dafür sudo brauche.
